How did Blount get a vote and not Babin?

I don't understand how Blount got a vote, considering he was a rookie this year. I thought Mike Williams might have a chance to win it. In retrospect, the Titans should have held on to him. But Fisher and some of the coaches didn't like him, and they cut him before preseason - afraid that if he made some plays in preseason they'd be forced to keep him.

In retrospect, the Titans should have held on to both of them. Williams could have been an upgrade over Gage.
