After watching the preseason opener against Seattle in street clothes, Kerry Collins will definitely see action Monday night against Arizona once Vince Young exits.
The Titans held Collins out to allow Chris Simms and rookie Rusty Smith to get more game reps under center against the Seahawks.
“I am expecting to play this week for sure. I feel like I’ve had a good camp, but it’s time to get into a game and start making decisions in more live situations,” Collins said. "I don't know how much, but I would imagine it's going to be at least two series."
While Jeff Fisher has not revealed his quarterback playing-time plans for Monday night, but it appeared that Young, Collins and Smith got the majority of reps in Friday’s session.

When they start making cuts which QB gets cut Sims or Smith. Rusty looked way better even if it was against lesser talent. You could even make a case for just keeping 2 QB's on the squad.
At this point I would imagine Simms being cut. Smith is at minimum being groomed for the #2 spot when Collins inevitably moves on or retires. The team shouldn't be all that concerned about having their #3 QB handle anything but cleanup duty.
I don't see any scenario that has Rusty off this team. I think if they cut him to try to put him on the practice squad, they might never see him again and they know it. They will probably carry 3 QB's because of that.

I look for Smith to be on the same basic track as Billy Volek, but maybe a little faster one. He will get to sit and watch for a couple of seasons. It's not out of the question that he could be an eventual starter.
Jeff Fisher said after practice, that the QB rotation would be VY, Kerry, Simms, and then Rusty Smith for Monday Night.
If the plan is to try and get Rusty to the PS, which you say it is not, but for argument's sake... they would be wise to limit how much to showcase him this pre-season.
