Ruskell was last with the Bears. Might be a good hire, but the Titans will greatly miss Cole Proctor. Proctor had a knack for spotting hidden talent, like Cortland Finnegan, Stephen Tulloch, Colin McCarthy. He was great at those mid and late-round finds.
