I think there is really only 1 answer....Cook.
They'll likely sign Velasco for a longer term deal. Bironas they'll bring back for a short/med deal. Cook is really the only one. He'll demand big bucks, citing his ability and importance to the team. The staff will say he's inconsistent, doesn't produce top TE numbers.....and they have Stephens and Thompson to compensate. At the end of the day, he is too valuable to let walk and since you don't want to pay him the contract he'll demand.....you franchise.
Franchise cook. Next yr either he develops and proves to be worth a new/big contract or you have another yr to prepare for his departure. (either through FA, draft, or development of Thompson)

Looking at stats ,Bironas was 50% from 40 yards plus.I dont know how that compares to other kickers but the longer kicks from 40-49 it seems the accuracy is tailing off.Depends on how much he wants money wise.I wouldn't waste a franchise on him.
This is the perfect situation for the front office. They won't have to franchise Bironas......(I'm not sure if kickers are franchised much anyway) But Bironas going into a contract yr and had a poor season at his age doesn't lend to ideal leverage for contract negotiations.
